Empowering Consumers Directive — national transposition deadline
Member States must transpose Directive (EU) 2024/825 amending the Consumer Rights Directive and Unfair Commercial Practices Directive to address greenwashing. Generic environmental claims like 'eco-friendly' or 'natural' without substantiation become prohibited commercial practices.
Applies to: businesses making environmental claims in consumer-facing communications across the EU
Penalty: up to 4% of annual turnover
Green Claims Directive — expected application of substantiation requirements
Companies making explicit environmental claims (e.g. 'carbon neutral', 'made from recycled materials') must substantiate them via lifecycle assessment methodology and have claims verified by an accredited third party before use.
Applies to: traders making environmental claims about products or services to EU consumers
Penalty: up to 4% of annual turnover; exclusion from public procurement
